Are the import fees (VATs, duties, and brokerage fees) included in the shipping fee?

No.  In the case of orders shipping outside the US, the cost of shipping is paid at the time of ordering, however, the customer is responsible for paying the import fees - including duties, VATs, and brokerage fees - charged by Customs in the destination country and the carrier (DHL or FedEx) either prior to or at the time of delivery.
